　　刘文岚，1957年7月生，研究生学历，高级编辑。现任中国广播电影电视社会组织联合会 有线电视工作委员会代会长、中广投网络产业开发投资有限公司副董事长。曾任贵州广电传媒集团总经理，A股主板上市企业贵广网络（股票代码：600996）党委书记、法人、董事长等职务。
　　Mr. Wenlan Liu is the acting chairman of the Cable TV Working Committee of China Alliance of Radio, Film and Television and deputy chairman of China Broadcasting Network Investment Co., Ltd. He used to be the general manager of Guizhou Broadcasting and TV Media Group; the party secretary, legal person and chairman of Guiguang Network, a listed company in China’s A-share main board (stock code: 600996). Born in July, 1957, he’s also a senior editor with a master’s degree.

　　刘文岚同志从事了近25年的广电网络行业工作，曾组织创造了中国广电有线网络改革发展的“贵州模式”。在他具体领导和推动下，4200多万人口的贵州省在全国率先完成了广电网络整合改制，广电网络事业产业发展进入全国前列，贵广网络于2016年在主板成功上市，成为全国5个以省为单位的广电网络上市企业之一。贵州广电网络改革发展模式受到了国家领导人、中宣部、国家广电总局高度肯定，成为全国行业学习的一个样板。
　　Having worked for 25 years in China’s broadcasting and TV sector, Mr. Wenlan Liu’s major achievement included the creation of the “Guizhou Model” in China’s broadcasting and TV network reform. Under his leadership, Guizhou, a province with a population of 42 million, became the first in China to accomplish the reform on broadcasting and TV networks consolidation. By far, Guizhou’s broadcasting and TV sector is one of the most advanced in China. Guiguang Network was listed in China’s A-Share main board in 2016, becoming one of the five listed provincial broadcasting and TV networks. The “Guizhou Model” has been widely acclaimed by state leaders, officials in the central publicity department of the CPC party, and State Administration of Radio, Film and Television. It has become a nationwide model for the broadcasting and TV industry across China.

　　近几年来，刘文岚同志在中国农村广电公共服务标准化、均等化、出版广电大数据产业开发、全国广电网络整合发展等方面进行了大量的实践和深入研究。2018年，刘文岚同志荣获了“中国广播电视信息网络行业贡献奖”。
　　In recent years, Mr. Wenlan Liu conducted in-depth research and extensive field-work in standardization and harmonization of China’s rural broadcasting and TV public services and in consolidation of the nationwide broadcasting and TV networks. He has published works on big-data industry development in the broadcasting and TV sector as well.
